Job Summary:
Responsible for the day-to-day design, planning, and management of
telephony transport and network functions within assigned
Divisions/Markets, including tasks related to: transport planning
management, design, forecast, diagram/drawing creation, and capacity
management and control; network diversity planning, network maintenance,
routing, mapping, capacity/traffic issue resolutions, and cost/budget
adherence. Possesses basic-to-intermediate working knowledge of
telephony principles for the PE Voice Engineering functions for which
they are assigned to support. Creates and maintains Standard Operating
Procedures (SOPs) for the Design Engineering function. Manages budget
and workflow according to established policies and procedures, using
resources available. Works under general supervision and may require
training and detailed instructions for assigned tasks. Interfaces with
professionals and management across the organization on issues effecting
and concerning the Telephony Engineering Design team, often a
contributing team member on a cross-functional project. Works with
outside vendors and agencies. Creates and distributes relevant project,
budget, and operational reports.

Core Responsibilities:
- Performs transport design engineering duties on a
basic-to-intermediate skill level, including but not limited to: new
switches, augments, midspan fiber meets (MSFM), new interconnection, and
footprint expansions. Provides transport designs for all telephony
initiatives, including assisting the 911 team with transport designs
when needed. Documents circuit, facility, and transport designs and
related drawings.
- Produces transport and design documentation and studies, as required,
to support Strategic Planning/ Product Development's product evaluation
initiatives and market projections for long and short range objectives.
- Facilitates, hands-off, the implementation of new transport elements,
collaborating with the circuit provisioning team, project management
team, testing team, contractors, and local market. Works with local
markets to assess existing fiber that can be leveraged for Comcast voice
initiatives.
- Evaluates network issues and makes recommendations for transport
routing, growth, forecasting, and network architecture within assigned
division(s)/team(s). Researches and presents studies through proper
channels for inclusion in the budgeting process.
- Works closely with the PSTN Capacity Planners to analyze traffic
reports and makes recommendations concerning network plans based on
these reports. Reviews all capacity issues and takes established
solutions to re-route traffic, if necessary, to avoid customer service
interruptions. Escalates capacity issues that are out of
skill/competency range.
- Works closely with the switch administration and routing team to
resolve common network routing issues. Ensures both temporary and
permanent back-up solutions are in place. Works closely with other
technical team members to prevent customer service interruptions and to
analyze and repair problems when they occur. Assists in creating network
maps displaying network architecture, traffic flows, and topographical
network representations, as necessary.
- Works with management and team members to define, outline, and create
SOPs (Standard Operating Procedures) for the Design Engineering
function. Ensures that any changes or revisions to these processes and
procedures are understood, implemented, and communicated to all assigned
departments and Divisions. Complies with all established SOPs (Standard
Operating Procedures).
- Adheres to established Division network budget; tracks and provides
budget report results and/or variances on a regular basis. Utilizes
basic-to-intermediate analytical skills to interpret reporting results;
report analysis often impacts budgeting decisions for Divisions and
Business Unit.
- Works with vendors, and management dealing with vendors, to find the
best, most cost-effective solutions to connectivity issues, design
architecture, etc.
- Produces and distributes project status reports to management to be
used in the preparation of KPI reports. Uses prescribed resources to
manage workflow according to alloted timeframe, procedures, and budget.
Adheres to policies, procedures, and standards of related county and
municipal agencies; adheres to ILEC/IXC regulations; and adheres to
Company operational policy and procedures.
- Regular, consistent and punctual attendance. Must be able to work
nights and weekends, variable schedule(s) and overtime as necessary.
