Job Summary:

Responsible for being a thought leader with a mastery of program management skills. Responsible for oversight and management of Program Managers and the Program Management Office (PMO.) Effectively oversees Program Management Office in delivering programs on time and on budget, including resource allocation. Develops financial and operational objectives. May have department budget responsibilities. Ensures operational plans are aligned with business objectives. Contributes to functional strategy development. Has a greater degree of impact on business results, and typically manages one or more groups of professional employees.

Core Responsibilities:

-Understands the scope of programs as defined by the business requirements and budget process. Participates in key planning milestones.

-Creates and builds program plans. Facilitates and drives the core team to identify and schedule all the work for end-to-end deployment required to fulfill program scope. Performs management of upstream and downstream dependencies.

-Tracks and manages the program schedule and upstream and downstream dependencies. Analyzes the actual performance against the plan and makes adjustments consistent with plan objectives. Drives action item resolution and track completion.

-Provides leadership and management to the Program Management team. Possesses staffing accountability, including recruitment and retention, hiring & performance management, and leadership and professional development. Identifies, confirms, and obtains participation from required cross-functional teams. Ensures team clearly understands roles and responsibilities for the duration of the program.

-Provides support for corporate budgeting and budget tracking.

-Identifies goals and successes criteria, drives the development and implementation of key goals, objectives, and successes criteria for the program with key stakeholders and core team. Raises conflicts and resolves with the appropriate level of management. Recommends and implements corrective action with the Program Management Office (PMO,) as necessary, to improve performance.Monitors and ensures quality of program deliverables.

-Trains, hires, and develops PMO staff. Has performance management responsibilities. Responsible for staff performance and salary and bonus administration.

-Develops and maintains performance metrics to makes informed recommendations for strategic decision making. Identifies and helps the team make program tradeoffs to balance scope, time, and costs. Ensures proper documentation. Communicates updates on major milestones and keeps all stakeholders informed of progress and issues.

-Keeps abreast of new developments in project management methodologies, agile practices, best practices, and industry standards.

-Consistent exercise of independent judgment and discretion in matters of significance.

-Regular, consistent and punctual attendance. Must be able to work nights and weekends, variable schedule(s) as necessary.

-Other duties and responsibilities as assigned.
